Fuel pump won't stop

What would cause the fuel pump to not stop running? I finally had to disconnect my battery. I started for the car first time and it ran fine (engine swap TBI to TPI), but now fuel pump will not stop running.

The pump works correctly today, fired the engine, broke in the cam, set the timing, and no problems. That is very strange, but I am not going to complain.
