700R4 symptoms point to what?

There's too many posts about "what's wrong with my 700" but I do need the help and haven't been able to find what's up

I just installed a built 700R4.
I have the TV cable adjusted on my carb so that it is pulled 1/2inch out when the throttle is fully closed and all the way out at WOT. I used a spring on the cable to allow me to do this. It allows the cable to pull out 1/3 of the way by 1/2 throttle and the last 2/3 of the way for the last 1/2 of the throttle. This is correct right...

I have two fairly weak springs in the governor right now. At WOT it shifts at about 5500...I'd like it up to 6000 but I'm not terribly concerned.
UPSHIFTING
Under normal acceleration, the tranny seems to shift too quickly. I get a 1-2 shift almost as soon as i start moving and then the 2-3 shift and 3-4 shift will happen fairly soon after. At WOT this does not happen, everything shifts at about 5500.

If i manually shift the tranny, it shifts much harder even if i shift at the same rpm as when it shifts itself.
DOWNSHIFTS
It won't down shift from 3 to 2 most of the time if i smash the peddle. Also, when slowing to turn onto another road, the tranny stays in OD. So i'm then at 20 miles an hour or so in OD and can't power out of the turn at all. It'll downshift from OD to 3rd but not from 3rd to 2nd. When coming to a stop, i feel the 3-2 downshift at about 5 miles an hour. I never feel the 2-1 but it always starts out in 1st so it is happening.

Ideas and suggestions? Is my TV cable pulled too tight at lower throttle amounts and the higher pressure causes premature shifts? But what actually controls downshifts is this the governor springs?

You need to play around with the TV cable and the governor a bit more. You can adjust how quickly the shifts are stacked with the governor and how high the WOT shift will be.

What did you mean when you said you had a spring on the TV cable? What carb are you using. You shouldn't need to use springs on the TV cable. That could be causing some of the problem.

The TV (kick down) caused downshifts usually, but if the governor was set with too light of a weight or something like that it could keep trying to shift back down a gear or wait till a really high rmp to shift.
