Please Help I would like to drive my car sometime this summer....

Hey guys I am having quite the fit with my car. I have a 83 z28 with a 350 and a th350 tranny. I have just finished doing a lot of engine work to the car and have gotten it running and sounding pretty good. Last summer when I took the car out the tranny was always acting up it would either fuss with me just to get into drive or reverse and then on the road it wouldn't shift properly. While under the car a few weeks ago I found that my vacuum line had come off the modulator on the tranny. I hooked the line back up and got a hose clamp on it and thought my problems were solved. Well as of now I have the vacuum line on a T with another line that goes to full manifold vacuum on my carb (edelbrock 1406). When I go to shift into drive or reverse it will not go at all usually as I have gotten it to pop into drive 1 out of about 10 times. I just can't figure it out. I have checked all the hoses on top and I am definetly getting suction to the line that goes to the steel tranny line. I did try hooking it up to my other manifold fittings behind the carb and I did get it shifting pretty good once but now when I try it will not shift at all. I am starting to think maybe it is my modulator on the tranny or could it maybe be some sort of linkage on the carb. Any help is very appreciated as I am really itching to get it on the road lol....
