Auto transmission won't downshift properly-thoughts?

So I was driving today (city/highway) and when I went to accelerate quickly the transmission wouldn't rev much past 2200. I had the pedal to the floor and still no sharp downshift and high revs. It is an automatic, and I was driving in Overdrive. On the highway, the car would get up to speed but again, even flooring it, wouldn't rev much above 2200. It felt like it would start to accelerate hard, hit around 2000 and then acceleration slowed down (but the car could still get to 70).

I shifted the car into Drive and then was able to get to around 3300 when I really pushed it. In neutral and park I can rev the engine as high as I want and it will do it.

Any thoughts on this? The car has about 99000 miles. I'm can't really imagine what it could be- the transmission has seemed fine as of yesterday. All I did was let a girl drive it around the block...

So my mechanic said it was that the transmission detent cable had snapped. What is the tv cable, or are they the same thing?
