700r4 shift at wot

I am having a porblem with my 700r4 or 4l60 tranny. Whatever it is. It is controlled by the tv cable like on all the 700r4's. My problem is that it does not want to shift out of first gear like it is hitting rev limiter and than it shifts. It will shift if im at 85% thottle just fine, but when its at wot it does not want to shift out of first. When i adjust the tv cable more loose it helps it not to hit rev limiter as bad, but than second gear shifts way to early at about 5,000 rpm's when it should shift at about 6000. Any ideas?

Any help is appreciated thanks

Then you don't have enough experience with functional 700s. I've never once had any of my 11-so-far 700R-4s fail to upshift out of first at WOT, whether stock or shift-kitted.

Whoa! My bad. I think what I meant was they won't shift into OD at WOT. I'm sorry. I guess I should pay more attention to the Original Post next time. Thanks for pointing that out.
