What would cause the 700r4 (built) not downshift

Car: 1989 Chevy Corvette
Engine: 383 SuperRam 10.7 AFR 195 220/229
Transmission: Fancy Smansy 87 Corvette 700r4
Axle/Gears: 3.33
What would cause the 700r4 (built) not downshift
it up shifts okay.. and it will stay in 4th gear and lock up all the way down to 1000 rpm, where my car starts to buck a 1400 rpm
it is a 87 700r4 from a Vette
I swapped it into a Vette that used to have a 6 speed, the TCC is not controlled by the ECM, the lockup is by pressure switch,
my mechanic whom I paid 5k to do the job, has zero answers, lame as can be...
