T56 Master Cylinder Rod Doesn't Reach the Peg on the Clutch Pedal. What's up?

T56 Master Cylinder Rod Doesn't Reach the Peg on the Clutch Pedal. What's up?
So I'm working on installing my ls1/t56 into my 87 camaro, and something just doesn't seem right with the pedals/clutch master cylinder. One question I have is what is supposed to stop the 4th gen clutch pedal when it comes up? Right now I have the Switch for the cruise out of the pedals and the pedal comes all the way up and hits the mounting bracket for the switch with the pedals out of the car. When the pedals are mounted in the car the pedal hits the bracket under the dash that the steering column bolts to... is that common because I haven't heard of that one before?
Also when the pedals are in the car the clutch master cylinder rod is about a 1/4" short from reaching the peg on the clutch pedal even though the pedal is sitting on the bracket under the dash the the steering column bolts to. The only way I can get the rod on the peg is if I push the pedal in some but that doesn't seem right... I'm really at a loss for what is going on here.

I am running 4th gen pedals with the gas pedal bracket cut off. I'm also running a 4th gen clutch master cylinder. Maybe the clutch switch for cruise is the pedal stop? In my case, the neutral safety switch is what prevents upward motion of the pedal. But in actuality, once the rod is connected, the master will restrain the motion as well.
I forgot about the spring. Most people remove the clutch assist spring. My dad's vette has the spring as well and I don't like it. I removed mine before I installed the pedals. So I can't help you there.

I just was afraid if I pulled the pedal back to hook the rod on there it could affect how the clutch disengages from the flywheel. I guess not knowing exactly what is supposed to stop the pedal from coming on up wasn't helping.

Either way the rod is what controls the upward motion of the pedal and you adjust the cruise switch to suit.
Maybe someone else can comment on the spring, like I said I never ran mine.
