The only real bench testing you could do with the rail popped out would be a leak test... pressurize the fuel system by turning the key to "on" (without cranking, and make sure the engine's cold, and you're not smoking or otherwise playing with matches

) and see if any injectors drip.
If you have a fuel injection tester, you could also pulse each injector to check the spray pattern- if you like fuel spraying all over the place.
The same fuel injection tester would allow you to perform an injector balance test- but that would be done with the rail installed to the car.
Most of your testing (including the balance test) can be done with a fuel pressure gauge. You'd want the $40 one meant for
port fuel injection- it goes up to around 80 PSI. The cheaper carbureted ones won't work; they're low pressure.
