Well, that brings us to the question: Are the fuel injectors firing? If the fuel system is holding pressure while the engine is being cranked, either you have a. fuel but no spark, or b. spark but no fuel injection. We can assume you have spark because the engine runs just fine on starting fluid, so that leaves us with not having fuel injection. Run the test light test again on the blue and green fuel injector wires.
Does that friend of yours have just a code reader or a full scanner? If they have a full scanner, look at the engine RPM while cranking. If the engine speed shows above 0, there are other problems. If the engine speed shows 0, you're running on base spark provided by the ignition module, and there is a problem between the ECM and the distributor. Check that both of the plugs in the black module in the base of the dizzy are plugged in, along with the 2-wire connector under the cap. The funny thing about our engines is that the ignition module actually runs the engine until engine speed reaches 400 RPM, when the ECM takes over. If you're putting starting fluid in the engine instead of fuel, this bypasses the ECM altogether if you're not getting fuel injection, and the engine will run like crap (because or minimum spark advance).
If you'd like, I can trade you an ECM and TPS for the fan and radiator mount.
how would i test the injectors? remember yesterday i checked the first injector on the passenger side near the IAC, i believe the green and blue? my friend has the full scanner, oim suppost to get it tomorrow, do i need to replace the ignition module? if so i have a new one in the box i bought for my 90 if they are the same, what would cause the inectors not to fire?, they only sat maybe 2 days over the weekend, from about 7 friday night till about 7 sunday i believe, noone could have messed with the car because i had the keys and my car is locked all the time, i know we did have a bad storm saterday if that would matter any. like i said i tested that one injector with the test light and got a good strong light, no flicking or dimming it was nice and bright, the car isnt attempting to fire anymore, its just turning over.
i cant tell which injector is which, the lines are dirty and i cant get to them to clean them off, also if the car sits awhile an i try to start it it WILL start but dies shortly after. any help?

What I meant was to test the ground side of the fuel injectors by hooking the clamp end of a test light between the positive side of the battery (or the post on the back of the alternator) and the ground wires in the fuel injection harness, which are green and blue (power wires are pink). Crank the engine. If the light blinks, the ECM is providing a ground. If not, there is a problem between the injectors and the ECM.
You could have the ignition module tested by removing it from the distributor and taking it to AutoZone.
And the short burst out of the engine is an injector that's leaking and allowing fuel into the engine, probably. Check everything you can in the engine bay and otherwise for having gotten wet (if it's gone on long enough, there will be powdery green corrosion on the connector).
wouldnt testing the harness be the same as testing the clip or cover that goes over the injector?, where isthe harness at to where i can hookup to this?

also checked the two plugs on the dizzy, they are tight and nothing is lose, the only thin i havent checked is the ign module, i hate checking those. so far iv checked everything but the RPMS, any way i can test that without the scanner?

Do you have a tach in the dash, or just the base fuel and speedometer gauges? If you have a tach and the needle moves while cranking, you could have a different problem. Or the fuel injectors are clogged. If you still have the ones from the other engine, put those on the 2.8 fuel rail.
tach the RPM gauge?, and yes i have the fuel injs from the 90 i took the entire rail, but i REALLY dont want to take that upper plenum off again, i just replaced the gaskets on it

if the RPM gauge is my tach then yes it moves, it goes from zero to the next mark and holds while cranking.

You can swap the fuel injectors without replacing the intake gaskets . Just need a set of fuel injector o-ring seals. And don't lose the o-ring on the cold start injector tube as it's only found in an $8 set, most of which you don't need.
Clogged fuel injectors are nasty little buggers. No fuel means no go.
no post on the other info i posted? the problem from friday, the new cap, button, an ign module?/

Like I said, clogged fuel injectors would be the next problem, or the fuel filter (filter first, though). If the injectors are clogged, they may barely put out enough fuel for the engine to idle. When the demand for fuel increases, they won't keep up and the engine will lean out dead. Try a fuel filter first to see if it's badly clogged, and if nothing comes from that, swap over the fuel injectors from the other engine.
im gonna change the fuel regulator first...if that doesnt work then the injectors are next, the filter is fine..

Well i changed the Cap, button, maf, vac lines, injectors, actually i replaced the entire fuel rail system, and still no go, my step dad thinks my timing has jumped so hes going to check that, should i go ahead and replace the fuel filter? its a fairly new one the PO put on not even 2 months before i got it. so after i check timing and if it still doesnt start what should i check then?
