1. don't know, I have MPFI
2. aluminum heads "technically" will fit the block,but rwd blocks used iron heads exclusively. I'l pull a Karl and refere you to the gmpp catalog, you'll see what he means.
3. card depends on whaat upper plenum you get, 2bb or 4bb.
air filter shouldn't have anything to do w/smog legality, just make sure you can have it suck cool air, and under hood hot air, you get more power.

Tomp told me this & I keep repeating it to the guys with 'early birds' - "The heads off a 86 or later 2.8 have larger ports so you should get better air flow."
The computer controlled carburetor was a mess, wires& vacuum lines everywhere & in a few years the whole thing starts to deteriorate and self destruct. There is a 'fuel pre-heater'
in the spacer that the Carb sits on, thats basically useless (especially in southern California). I think its a green wire. Some pictures of what you're talking about would help - if you don't have a digital camera, you could take some regular pix & and have a friend scan them for you; or some printshops will do it for a buck-or-two.

Rebuild the carb/base plate, especially
Rebuild the distributor, insert all new electronics
Then slip in a used running 3.4.
I'm getting a 3.4 to slip under my 85 Blazer hood.
Distb & carb all rebuilt, engine junk.
All Edelbrock intake allows is 2 carbs, stock or 390cfm 4 bbl.
The factory intake is just as good as an edelbrock, minus different top.
85 & up MPFI F-body heads only work best, along with the MPFI cam or the 3.4 cam or the crane/wolverine.
As I said, open your V-6 wallet.
OR BE SMART & insert a 350 carb smog legal set up for less & faster performance.
You win, because it's a smog legal upgrade, easy to do for you (82-84 V-6).
Oh yeah, I remember that grid... EFE, is it? Early Fuel Evap grid? When I helped a guy swap a working '84 carb onto his '83 2.8, that grid was destroyed. He had to buy a new one for $60, since the thing was also a gasket. Would that throw an SES light if it was missing? It'd definately be a good thing to eliminate.
And no f-body 2.8/3.1/3.4 has aluminum heads.... like was said, they're not swappable without a lot of work, including changing pistons.
I like the idea of rebuilding that E2SE carb. The Haynes 82-92 book shows a picture-by-picture rebuild of it. Rebuild kits are about $40. Or, if you wanted to, you might find a junkyard E2SE carb that you could rebuild... and then swap onto your motor when you're done.

TOM P my 3.1 has almunium heads my moms olds 3.1 has almunium heads. And i saw a site a while back that even said that 90-92 fbody v-6 had alumnim heads.

Yeah dude, only the Generation II 60 degree V6's got the aluminum heads. You'll find those Gen II's under the hoods of the front wheel drive cars, like the Beretta, Cavalier, etc... And if you still don't believe us, just take a look at the heads- are they rusted? Can't be aluminum. Bring a magnet to 'em- if it sticks, they're not aluminum.
I believe your mom's Olds has the aluminum heads. But yours shouldn't/doesn't, unless someone before you swapped 'em on!
