Justbrilliant5's 1990 Camaro IROC Convertible

5spd w/out g92, 2nd owner, 6 yrs and 10,000 miles. This is a pretty nice car, but some things are driving me crazy, so here is my to do list. Any suggestions would be appreciated.

Tachometer? It is steadily getting worse. It is at least 1000 rpms off.
High Idle? Can't isolate the problem
Radiator Rust? Flushed many times but is still dirty.
Running hot? I have never seen the right fan turn on.
Clutch Slipping? Can't tell. put it in 2nd, let the clutch out and it stalls, but seems to slip under acceleration.
Interior is going to need to be freshened up. It's dull and sun faded, not ripped.
I guess it's time for new shocks and struts, after all it's 17 years old.

Any suggestions on the tach and High Idle?
