I have cutouts right after my headers, I took about .1 sec off my quarter mile time with them open compared to going through the exhaust. I think I can even run a little quicker than that with them open because the track was much slicker when I made my best run with the exhaust open. My exhaust isn't stock either, I have a 3in. flowmaster system. I have 2 1/2 inch pipe after each header with the cutouts then a custom made yipe going into a the flowmaster system. I like my cut outs a lot, its nice to be able to run open headers at the track when I want to without unbolting the exhaust. It only takes a couple of minutes to unbolt the plates from the cutouts so in my opinion they are worth it. Some might say you need back pressure but from my experience my car runs better with the exhaust open. I have a few pics of my exhast on my website, not the best pics but it will give you an idea about my setup.

I am running a cut out where my converter used to be, right after my Edelbrock y-pipe. Time wise it is worth about .2-.3 tenths. That shows you how restrictive a single 3" exhaust can be.
