Polishing IROC rims

Polishing IROC rims

I have a set of ???distressed 16" IROC rims. I have used Flitz polish and 400 grit sand paper to get the small nicks and to reduce the appearance of the bigger scratches. I have been polishing with Mothers with a dremel for some time now and have got it to a mirror finish but there are still small scratches I can see here there and everywhere. Do I need to go over the areas I worked on with a finer grit sandpaper and then do the Mothers again or is this the best I can expect without plating?
Also can anyone explain the different uses for the different colors of jeweler's rouge(sp)?
