I've used it, seems to work well for light surface rust. Not sure of the long term sealing, but it definitely turns the rust to a primer like surface that paint can bond to. The metal must be clean and brushed to remove all loose rust first.

I've had good results with POR15, but this thing has two problems :
- barely sticks to clean sanded metal, even if you apply their Marine Clean product, it NEEDS rust to stick
- you can't prime it with a normal epoxy or high build primer, it will react and peel off even if it's been applied three years prior

Yes, totally different applications.
I find the encapsulator useful on the inside of bodies. There's no top coat in most spots, so eventually some light rust comes through the thin ecoat. These areas are difficult to sand or blast. After cleaning, spray a couple coats, let cure for 24hrs , spray with top coat. This should seal everything up and prevent further rusting, for how long, I don't know.
I also use it on cast parts like spindles where I may not be able to blast without damage.
RE can't be used over heavy scale, wire brush and sand to a solid surface first.

I haven't used Eastwoods spray can encapsulator, but I did use their 2-part brush-on Rust Encapsulator on the underside of my car. Seemed to work pretty well. Went over that with a zinc primer. I've been using Rustoleum Rust Reformer spray cans for small parts.

Never tried eastwood but i have tried permatex rust converter and POR 15. Had good luck with both. I recommend POR 15 for anything you want to protect and leave it with a decent looking black finish. Permatex is simple and easy, i use it on the frame, underside, etc of my truck and brothers blazer to help protect it.
i was curious if you applied multiple coats as the can recommends? Its is EXTREMELY thin stuff and NEEDS a MINIMUM of 3 coats like the can says. i coated the back seat area and trunk of my 69 camaro with it and the A-arms and MOOG steering linkage (was brand new and rust free) of my 92 RS and haven't had any of the issues you speak of. I didn't use any of their cleaner, on the 92 i used Martin Senior wax and grease remover (body shop prep stuff) from napa.
Here is a pic of my a-arms and steering linkage with POR 15
