Emergency Break Does Nothing

Hey all, so I just bought a 1988 Iroc and am having trouble with the emergency brake. I tightened the cable underneath the car to see if that helped, but that didn't matter because the emergency brake lever on the caliper is already moving its full amount. I removed the lever to see if there was some fix i could make with the actuator screw, but I couldn't seem to make a difference. I'm not really sure what else to do, the guide on the FAQ makes little to no sense, something about tightening a wrench on the actuator screw, not sure what that is supposed to help. I've also seen assorted posts about ratcheting something. I'm wondering if there is some way for me to adjust the actuator or do I need to do a caliper overhaul or buy some rebuilt calipers or what? Please help a lost individual. Thanks Much. Oh and I'll try my best to answer any question you might have about more info.

Put your foot on the brake pedal to make sure the pads are touching the rotor, then pull the handbrake lever up a couple of times. The self adjusting mechanism should move the piston so the handle tightens up. If not, check if the caliper is hanging on the guide pins, which is easily seen by the whole bracket flexing. Your calipers may have a problem with the adjusting mechanism behind the piston, very common.
