runs rich even after changing jets/ metering rods

what i have is a carter afb 620 on a 350 h.p engine. (355)

I have a compete street and strip kit and i dialed in the carb to cruise at 14.7 afr by using 70/47 metering rods and .080 jet. also i used the middle length spring (natural finish) to controll when the rods lift from vac.

the engine ran and pulled great, except at high open throttle. it would pull hard from 40-85 and then go completely lean for about 8 seconds and would barley even run. to me this sounded like it was draining the bowls.

so I adjusted the float level and then put in the largest needle and seet in the s/s kit.

Every seince then, the engine has been running completly rich when cruising. I have even downsized to a brand new .077 jet with .068 metering rod. The light cruise is richening down to 12.5-13.0 while cruising. When I change the metering rod and jets, no change in the afr happend.(but i can change the idle just fine. it is currently idling at 14.7) I have changed the float level back, and I have tried everything i could do besides change the metering rod springs again. I know i could try to change thoes now but I just want to know what has gone wrong with this carburetor, and how it has happend. I verified that the carb is not running over . It does not steam out of the carb when i turn the engine off.

If any one has any ideas for me to try i would greatly appreciate it.
