1985 LG4 Z28 choke potential issue?

Engine: 305 5.0 V8 carburated
Transmission: 700r4
1985 LG4 Z28 choke potential issue?

I have been doing some research on the choke system in these cars, and I have come up a bit confused. From what I have read in here, the choke should only have power when the engine is running (more specifically when the alternator is charging.) I, by chance, noticed my choke opens if I leave the key in the on position. Is that correct? I have 12 volts at the choke with the key on.
