Problem with OBD 1 scanner

I am having a problem with an autoxray OBD 1 scanner. Although I can not tell if it is the scanner or the ECM computer that is at fault.

Believing the that they are both just serial data devices I attempted to "scope" the data lines and could not see data transmittion on the ECM interface connector or the scanner separately.

Does this lack of data from the ECM mean it is not operational or I am I just miss understanding the operation.

Any help or guidance appreciated.

Some ECMs will send data w/o any interaction from a scanner. Others require a 10K resistor across the ALDL terminals A&B. Then others will not send a thing until requested by a scan tool. All depends upon the ECM/Mask that is involved.
