Problems with headlights

I have a problem with my driver's side headlight. When I turn on the headlights the passenger light comes up with no problems. But the driver's comes up about 3/4's the way up and starts bouncing up and down. Sometimes it will only come up half way. I've already changed the motor once. It corrected the problem for a short while then the problem returned. I am stumped. Any help would be appreciated.

Take it apart and check it out. Open the casing with the gear wheel; if one side is stripped of it's teeth - flip it. If that's okay look on the backside of the wheel, you will find three "rubber" ***** - or maybe you won't. If those have powdered, replace them with .504" (IIRC) steel ball bearings. I did this over a year ago and have had no problems since.

I did take it apart a while ago. The teeth were fine. I don't remember seeing any rubber bearings on the backside of it. If that were the problem, why would two seperate motors have the same identical problem. The second one was fine for a few months before it started doing it. Also, sometimes it seems to help if I turn on the fog lights first before I turn on the lights. Do you think it could be my relays? If so, how do you fix them?

I forgot to mention that the motor on the driver's side turns for an extra ten to fifteen seconds after the passenger's. The passenger's pops right up and the motor stops turning whereas the driver's continues to turn for the extra time.
