Wipers Dead, stuck in UP Position, no squirters either.

Axle/Gears: 4.10 in box lol
Wipers Dead, stuck in UP Position, no squirters either.
I turned my wipers on to clear the dew from the glass this morning, and they got stuck in up position. now no reponse from column. no squirters, no wiper movement. high beams work 
the lever for windshield wiper/highbeams is cracked/broken. but Ive been driving her like that for a whiule now.
is there a fuse for wipers only?
