Light Blue wire in C100 connector

Light Blue wire in C100 connector
Hi all.
Slowly working through the wiring in my '84. Have removed all the ECM stuff succesfully and this has cleared up my access to the C100 connector.
I have located a Light Blue wire that comes out of the C100 but is connected to nothing in the engine bay (it was just wrapped up)... BUT I just happened to check the continuity of the wire (took out the gauges) and it seems to be connected to just about everything in the dash even the positive connectors.
Fortunately, as it isn't connected to anything in the engine bay it hasn't casued any fuses etc to blow. It's almost as if it's just a ground, but that doesn't make sense if it's getting continuity from the positive side of the connectors in the dash.
Any ideas

I reckon its the choke heater wire. Turn signals work fine. IIRC mine is missing the choke relay in the convenience centre (will double check tomoz). But it still doesn't explain the fact that it seems to be wired a bit weird.
