GTA Headlights go up but not down

Transmission: 700r4
Axle/Gears: Original 3.27
GTA Headlights go up but not down

I just got done replacing the bushings in both the headlight assemblies and put it all back in the car, they both go up perfectly fine, but they wont go down at all, the motors dont move at all to put them down. Im thinking maybe a relay? Or the dash switch? The dash switch acts funny as it is.

My dash switch acts funny on the down also. Sometimes they will stop mid stroke and I have to touch the dash switch (just lightly put my finger on it) and they resume. I would pull it out and jumper it using a wiring diagram - easy enough to do. That would be my suspect because of the behavior and it's the interface to the wingnut behind the steering wheel which is usually what takes the most abuse.

I was having the same problem if you open up the switch you will see three finger shaped copper connectors. The one nearest the pins is supposed to connect the bottom and top pins together when the switch is off. You may have to gently bend this last connector down slightly so it can make contact.
