To everyone with hard/no start problems
Don't be so quick to blame the VATS. My '89 had the same problem most of you have. Full power, (lights, wipers, blinkers, ect. all worked) but no start.
It turned out that the battery cables were rotted (inside) even though the insulation looked good (outside).
I didn't think to check the cables untill after I replaced both the battery and the starter.
I forgot to Keep It Simple! Hope this helps.
