redoing the bearing for the tilt and found wires on the ignition were just put together with electrical tape. Car will crank but I don’t hear fuel pump. Car has an Alpine alarm. I don’t have the fob for the alarm. How to wire the top of photo?

 

That is the VATS wire for the chip in your key. It measures resistance wires can go either way. Or replace lock Cylinder and key or by pass VATS.
