So this car has been sitting 25 years, apparently my dad never touched the fuse box however i did find the plastic cover missing. We areworking on getting it running, I looked at the fuse box there is no fuse on the choke heater fuse? Should it have one? Yes I know the wiper fuse is removed

 

I kinda don't think so.

Pop the fuse box off (2 screws) and look at the back, see if there's wires there. Also check John's schematic in your other post.
