Someone went crazy with the rust-proofing. Best case scenario, it'd clean off with a few thousand hours of scrubbing. :doh: Take off, nuke the site from orbit, it's the only way to be sure.

Someone was extremely thorough with the black tar undercoating... If the mileage is correct, it's really too bad. The car would be in better condition if they hadn't dipped it in tar.

On a brighter note, that stuff did work to prevent it from getting rusted.

Yeah it's just a sprayed on coating. You can see it here where it has scratched off and you can see the blue under it. You can also see it sprayed on the washer fluid tank and strut caps.
