Should be a plastic tab switch in that notch by the latch. If you push the tab down, the pulldown should go down. If you hold it down until the pulldown goes all the way down you should hear it click again when it hits the bottom. At that point, if you release the tab, the pulldown should come all the way back up. If for some reason the tab gets pressed by the hatch, without latching closed, it'll pulldown just far enough that the striker on the hatch won't reach far enough into the latch for the latch to lock. It's possible there's more going on, but that's something easy to try.

Simple fix. Your latch is broken. More specific the spring that is supposed to hold the latch open when unlatched has broken allowing the latch to flop closed instead of remaining open and ready to accept the hatch hook. I sell the used 88-91 latch assy on my web site as TDS 507050.

Wow I am so humbled by how quick this community came to help and get me a solution. Lon, sold, ordering the part today. Is this an easy enough install to do myself?

Not knowing your level of skills, only you can answer that. I will include the instructions that come with the TDS 101170 guides which inform how to properly disassemble and reassemble the pull-down unit. I'm always available for consult if you hit a snag.
