Possible vacuum leaks from heater controls? HELP!

I have an 87 IROC Z28 with a carb swap in it. The motor runs great but on cold starts the engine sometimes feels lean even with the choke. Sometimes the idle will fluctuate and hesitate on initial throttle.

The only thing not plugged in the engine bay is 2 very small vacuum lines which I believe go to the heater controls. Currently I cannot control where my heat blows from, it only comes out on the window.

I cannot feel any vacuum being pulled in from these lines but I think it may be causing my problem any help would be appreciated!

The original engine was the 305 tpi
