Choke turns off but idle won’t kick down?

So the choke opens itself all the way like it should, and the high idle drops from like 1500 to 1100, but then it just stays there. I punch the gas pedal and it just revs up and returns to that 1100. I open the hood and pull the throttle towards the idle position it idles down some but not all the way and goes right back to 1100 when I let go. If I shut the car off and restart it’ll idle fine. What the heck this car is pissing me off today all I wanted to do was adjust the trans cable and I find a decent sized coolant leak and a carb problem the same day

When you inspected it closely, what did you observe that was holding the idle up?

I think I figured it out, the fast idle cam was gunned up, and didn’t always want to drop down. That’s what was preventing the throttle from going back to the throttle stop screw. I just used some wd40 to free it up and clean some of the gunk out. Seems to be pretty good now
