ECM error

I've been trying to get my car working after an engine swap. With the key on and engine off, the fans come on and I'm unable to connect with Moates software. With the ALDL jumped I'm unable to even get the check engine light to flash codes. The light just stays on. I'm using a moates adapter and I've tried 2 different memcal all with the same problems. I bought a new ecm from autozone, still no help. The speedometer doesn't work so does that mean the vss is bad or is the problem with the ecm preventing it from working? Would a bad vss stop the ecm from sending codes? What would prevent the ecm from working corrrectly?

I have a 355tpi, 730 ecm, sd, 5-speed. I was thinking that the pocket programmer was buring incorrectly, I'm using their old 1.34 software with windows xp. But I tried using an old prom from Performance resource and I still get no readings.

(Just realized this post should be here instead of DYI prom.)

Sounds like my 88' when I upgraded to a 388 stroker. went through 2 autozone A1 Cardone units, third unit is a Carquest Delphi (Standard Products.)
The fan coming on, and no valid SES indicates corrupted programming, and a bad ECM, at least in my case it was.

I reprogrammed the Eprom and installed it in the Delphi unit everything is working fine now. If you're using the Moates zif eprom carrier it's possible to get it in reversed, but I'm not sure if it will damage the MemCal.

I was using a bad bin. Everything's working fine now. I was using a performance resource prom as both a testing prom and as a starter bin. It must have partially erased while sitting in the garage the past couple years. Thanks for the help.
