You will always have the INFL REST light on if you no longer have the airbag (hence it lighting up indicating there is a problem with the Inflatable Restraint system). Best thing to do is just remove the light bulb from the instrument cluster assembly.

As for the speedometer phasing in and out, check the connection of the speedometer sensor that attaches to the rear tailhousing of the transmission (will be a purple and yellow two-wire connector). Make sure it is seated well. The Electronic Speedometer Sensors were used on Firebirds from 1986-up. Camaros got them around '90 I think.

Dashboard BRAKE light is on when your emergency brake is off, it usually means you need to add brake fluid. Check the level and add some fluid as needed. If the light still doesn't go away, you should probably take your car in to have the brake system properly diagnosed.

This is correct, although he just has the Inflatable Restraint light on, the brake light is off and functioning correctly.
