I'm looking too. Seems like they want to give cops the ability to hit big offenders with a big one. The fix it tickets aren't enough. If the cops are fair about this, they will only engage egregious offenders and will give warnings first then hit them with an actual citation if they don't. There's a similar problem with tinted windows. There's not enough teeth in it and more and more drivers seem to be taking the risk to have their windows blacked out as the consequences are minimal.

Maybe us poor folks should get together and change that

The fine is the only change to the law. The law for exhaust is the same. Make sure its legal and under 95 decibals and your all good.

The contempt that your state continually demonstrates for street rods never ceases to surprise me. I really do understand why pre-60's cars are so much more popular there in California.

Will the local police station come to your place of residence (at your request) with a decibel meter so you can find out if you're in compliance? Will that officer offer some form of written certification for when another officer pulls you over because they thought you were too loud? 95 decibels at what RPM? Idle, cruising and accel are all totally different ranges. I'm just offering suggestions, I wouldn't fool around with a $1000 fine especially when it could be so easily ticketed... If the law wasn't written as something like "shall never exceed 95 dB" I'd carry a copy of the statute in your car along with something from a local PD that states that they verified that your exhaust was in order. In the past I've had polite debates with officers as to what constitutes breaking a statute (that was written ambiguously) and they've let me go so it helps to know the statue and think about these things before you get pulled over.

This law is pretty much only directed at idiot kids with fart can exhausts who wake up everyone in residential neighborhood. Those "repeat offenders".

Otherwise? you're just fine. I have a full blown NASCAR boomtube exhaust on my 1/2ton Chev truck and they do not bat an eye at me because I am a "mature adult" (I know, questionable "mature"- I'll never fuking grow up). Damn Harley's well exceed this, as well as a Lambo Aventador. It is selective enforcement for annoying kids.

I don't live in CA but Read the law, it only impacts you if your exhaust is 95db or louder. So unless you have dumps at your headers or some extreme exhaust you shouldn't be that loud.

and 95db is loud, really loud

Though the cutouts not being allowed doesn't make sense... it amazes me people in CA keep voting the people in that put these laws into place-- make sure to show your disapproval every election cycle. Really it didn't change anything it just removed the "fix it" tickets as an option.

Aviator, I think you'd be surprised how many exhaust systems can break 95bB. I researched more and found out the way it's to be checked is 20" from the tailpipe with the car revved to 3,000-5,000 rpm. From muffler rapping contests at shows I can tell you the judge holding a dB meter about 5-10' from the car was registering just about all the cars at over 90dB.

True but sine it's checked at 20 feet and remember DB isn't a lenear scale it's log so 90 to 95 is a big change. Fwiw a down turn would probably cut the sound greatly at that distance.

Seems like the muffler shops and exhaust companies that want to stay in business will buy a DB meter and offer paperwork certified by manufacturer.

Example 90db 18 wheeler interior, 100 DB is a skill/circular saw. I mean it's a dumb law but not impossible to meet.

Randy is right. There's no change to the law itself. But its now a fine instead of just a fix-it ticket.

Normally I'd agree with that sentiment, but in this case it is different. It is about getting the attention of the people who have these annoying fart can exhaust systems. In the past, they would get the fix-it ticket signed off and then go right back to the loud "mufflers" that you can hear from blocks away before they even hit 35 mph. By making it much more difficult and expensive to have these systems on the cars, people will think much harder about whether they really want it on their cars. As pointed out already, this is not a change in the laws at all. Its just more of an impact on the wallet (i.e. getting their real attention) if they do choose the break the law.

I'm sure it will. There are A LOT of Challengers of various models to include quite a few Hellcats around the area I live. Most of them sound nice. However, there are a couple that have obviously modified exhausts. The stock ones are fine. Its the obnoxiously loud ones that are the targets. But the vast majority of loud exhausts are the imports.

that scenario exists everywhere, California is not unique in that aspect. It's the same with window tint, front license plate and stereos. California just decided this could be a huge money maker is all. If the intent of this law were actually noise it would have included motorcycles.
