Any advice on getting it off? Bolts look rusted to death. Should I even bother with them or just cut (grinder or sawzall) them off?

Car began rattling at idle every now and then a couple months ago. Sounded like it was coming from the cat. Car ran fine so I didn't worry...

Nice lookin ride, but its screaming for some clear side lights and clear lights in the front parking/turn signal lights. Those will go great with the fog lights.

Hmm, I haven't done this, but I do know that the TBI fuel pump is way too weak (around 14 psi) to fuel TPI (needs around 36 psi). So on top of the TPI swap, you'll need to upgrade your fuel pump.
