I'm not sure what you mean by offset, but what you need is a 14 x 3" non-drop base. To make it fit you remove the spacer ring, and you end up with a perfect fit under the hood. 14 x 4" would be too long for the stud, and would most likely also hit the hood.

So what we need is a non-drop base? I have been under the impression that it was a drop base.

Well with a non-drop base you remove the spacer ring on the TBI and get a perfect fit. With a drop base, you leave the spacer on. Using a spacer to lift the air filter, and then getting a filter base that drops to make it fit right is kind of self-defeating, not to mention you get slightly more restriction and turbulence with a drop base.

So everything fits like that? No bending or modifying anything to make it fit? Why do some others use the drop bases?

Will any non drop base cleaner fit the TBI unit? Without the spacer does it fit exactly?
