Need some help with driveablity

Hey Guys! Need help!!

My 89 L03 305, has been having light throttle hesitation problems, if I hold my foot in like 5% throttle postion from a stop, it hesitates but if i keep my foot there it eventually clears up. Or If I give it light throttle while already moving it hesitaes, unless i leave foot there for give it more gas. If I hammer it from a stop, no problems, or even 30-50% throttle.

Plugged the vac port at EGR, exact same thing. (Was gettin code 32 on highway...**Only code stored in ECM is 32** Tried unhooking solenoid, same thing aswell)

Only when giving it light throttle it hesitated, but if i hold the throttle there without moving it, it clears up after a little time.
NO difference with or w/o EGR installed. I can move the diaphram up and and it comes down (pushing on it with car off) So I highly doubt its stuck CLOSED, as its a negitve pressure valve and uses vacuum to close it.
Will a worn TPS (THOTTLE POSTION SENSOR) produce my problems?

Or MAP? Whats your ideas?

I did try Search cant find my specific problem. Thanks
