high rev on neutral

I have 91 camaro TBI with manual gearbox a and have a problem with high rev of the engine when shifting. It stays at 1600rpm for 15-20sec and then drop to 700rpm where runs just fine on neutral. Its hard to drive slow, in town for example. I have new alternator, battery is quite old, but hold energy fine and starts without problem. Any idea where to start? Thank you

Start at your IAC motor. But I dont think you are gonna find anything wrong, because that is what it is supposed to do.

I dont think thats how its supposed to work. I drove a lot of cars with manual tranny, and none had a such problem. I think it may need check timing. It got better when i took full tank of gas. Gas tank was underpressured, probably another issue.
