TV Cable stuck

TV Cable stuck

I have an 88 T/A with an LO3 and since I've bought it its had a pretty hard gas pedal. As of 2 weeks ago its gotten to the point where I can barely move it at all and it slams into drive very very hard, and I've been researching all over here about it since. I finally was able to go check it out and found that my TV cable WILL NOT MOVE at all, I took it off and the tb moves just fine. Any thoughts/advice would be appreciated, I replaced the TV cable roughly 2 years ago due to the previous owner cutting it for some reason.

Is the cable stuck, or the mechanism inside the transmission that the cable connects to?

I'm not sure about the trans side. I can't currently jack it up at my apartment and the only way I can is to drive it to my buddy's place with the tv cable off. I do not want to do that.
