Failure to deliver fuel to the motor in adequate quantities... usually shows up first as lean-out during extended high-speed high-power operation (passing on the e-way for instance) or intermittent no-start problems or general sluggishness when trying to acclerate
Exact symptoms depend on whether it's a carb (some fuel stored in the carb) or FI (no cushion, falls on its face as soon as the pump has trouble), and on how severe the problem is

I have a carb (84 z28 to be exact) Seems like when I accelerate it has a hesitation to it. It don't wanna go, in any gear. Once I floor it it kicks in and goes with full throttle. Have all new ignition components and even a rebuilt carb, somethin aint right though. I'm thinkin either tranny, or fuel pump. Any suggestions would be greatly appreciate!

Not the fuel pump....
Your carb needs a rebuild. The passages are all clogged with however many years of schmutz.
If it was the fuel pump, it would do something more like run perfectly through 1st and 2nd, then fall flat on its face all of a sudden halfway through 3rd.

So does it "hesitate and then kick in and go", or does it "go just fine and then fall on its face after enough time has gone by for the motor to empty the fuel bowl"? Those are the exact opposite behaviors: go then stumble vs. stumble then go. One could possibly be the fuel pump, the other cannot be the pump but must be the carb.

If it goes great right at first for a while but then the fuel bowl runs dry and it falls flat on its face, that maybe might be the fuel pump. If it never goes right in the first place, that's a lean condition caused by the carb.
Just the fact that it's new (or rather, freshly rebuilt) doesn't automatically guarantee that it's working right.
Check carefully for vacuum leaks; if everything seems OK, take it back and get another one.
