Finally getting around to installing my comp268. Is the comp#3100 agood timing set and what about these locking plates or cam buttons....Do I need them? I read in a search that this chain set won't rub the block, correct?

That is an excellent timing set, maybe the best for the money for a street motor or even a fairly wild one. Good choice for that cam.
It has fit every motor I've ever used it in, no problems.
Bolt retainers aren't necessary but are a good idea. I don't generally use them, sometimes but not always. I've never had cam gear bolts back out but I've known other people who have.
A button isn't necessary for a flat tappet cam. It is absolutely essential for a "retrofit" roller cam.

If they supply a bolt locking plate free with the timing set, use it. If not, don't buy one. To my knowledge, I've never had a cam sprocket come loose from the end of the cam, but I use medium strength Loctite (242).
And you'll want 20 ft/lb on those bolts.
