it may be a loose connection at the drive motor, the 3 inch travel you're talking about is the hideaway feature, which means the switch at the wheel is working since it triggers the motor. mine has 3 separate connectors on the motor housing, the single wire one is responsible for the hideaway thingy, the others are 3 wire i think, one goes to the washer pump, the other goes to the motor...check that one... or you could try removing the plastic covering and tap the mechanism, something may have jammed up however unlikely...

Jason,

That means your windshield is WAY too tall. You need a chop-top 'F' car with a 3" windshield (that would be TIGHT!).

Locry is right on. You either have a control problem or a defective wiper motor park switch or solenoid (inside the wiper gear case). I fought this on a Cadillac until I had the whole upper end of the column in my lap, only to determine that the $29.00 lifetime replacement wiper motor was FUBAR. There is a tangle of gears and switches in the wiper gear case that switch between the wipe function and park function, depending on power to some solenoids, motors, etc. Another $29.00 "lifetime" motor solved my problem.
