car idles high and spits gas out the tail pipe??
i changed my spark plugs and wire and when i started the car again it makes a loud hissing sound and idles around 1200rpm and never idles down. After i turned off the car i noticed some gas right under the tailpipe. The only thing i removed was the air cleaner assembly and the connectors to it. It didn't do this before. What could it be? Thanks in advance.
That loud hissing sound is either a vacuum leak or you knocked your IAC connector off. Both would cause high idles.

The hissing could also be caused by not tightening up the air intake assembly. Are you sure it is gas coming out the tailpipe? Sometimes, the car will drip other fluids out the tailpipe. What they are I do not know, but I am sure they are not gasoline. (probably just some water from super heating the air, and the cooling it as it goes through the exhaust system).
High idle...check that your IAC is functioning properly.
