Trouble Codes

Ok i cant seem to find my cheap little code scanner so i am using a paperclip. I am doing how my code book tells me to now tell me if this is right or not because it is not even going into diagnostics mode.
Ok so you turn the ignition on and then jumper a and b which are the top right two on the aldl. Is this right?

on my 86 lg4, i turned the car ON, then jumped the bottom and top far right terminals. the car would flash 12, then the error code, then 12 again. i believe for TPI cars you turn the ignition to run.
