question about rocker arms

how come when I take the valve covers off, I never see the rocker arms in 'mid lift' .. or full lift? their always all flat. i dont understand how they could all be flat(or all are at 0 lift), because the cam doesnt let pressure off all the lifters, or does it?

Next time you take the valve covers off, hold a straightedge across the rockers. You will see that they are not even.

Remember that you're not dealing with a lot of movement here. Even an aggressive street engine will probably be running around .500" valve lift give or take, which translates to about .333" lobe lift (assuming stock 1.5 rocker ratio). If your engine is stock, the valve lift will probably be no more than .350/.233 valve/lobe lift. That's difficult to see when you are looking at all of the rockers from the top.

If all of your rockers really are flat, I think it's time for a new cam

Hehe... just adjust all those that "look" flat to 0 lash and start up the car. I bet 1/2 will tick like crazy!
