The TPS is what tells the ECM how much "gas" you're giving it, when it's at idle, partial or wid-open throttle. Idle setting should be in the .54v - .58v area, and wide-open should send 4.75V or higher. You should be able to actuate the throttle thru its entire range and not see any spikes or drops in the voltage - it should increment smoothly. It's the accelerator "wire" in the fly-by-wire analogy.

So if it spikes at all while opening it up then the sensor is possibly bad??

When you check a TPS, the best thing to use is an analog volt meter. That way you can watch the needle go up, and it'll be really obvious if there are any spikes or drops in the voltage. This is one of the only times that a analog is better than a digital meter. And yeah, if there are any sudden spikes or drops, your sensor is most likely shot.
