why does my car lose power at a hott temp.

My car runs good at a low temp. but when the temp goes to like past the first hash mark or to 220* it shifts at a very high RPM and takes forever to pick up speed. When i need to haul *** when getting on the freeway it takes forever to pick up 70 and feel like if any car can beat this 89RS. It has a rebuilt 305 from last June. Everything new except the cam and lifters. A hollowed out catalytic converter and no other mods. It really sucks. I need some answers guys! It will pick up and shift great at a low temp like at night.
