Starter Problems?

Ok here's the scoop. Car doesn't want to start. Battery is dead. So I hook up the jumper cables and try to start the car. All I get it is a clicking sound. I watched the belt and it moves but extremely slow. So is it my battery and starter that are messed up or just one of them?

Just for ease of mind. How do you check the starter? I remember someone say if you take it out and hook up power to it, then bridge it with a screwdriver it should run. Sound correct?
