Cleaning the runners and plenum

I have noticed that there is a nice layer of black stuff on the inside of the plenum and runners(presuming). This has probably built up for the last 10 years since the car was made. Should I take the whole intake out to clean it or is it not much of a concern?

I think you should port the plenium(after cleaning it, since it sounds like it is dirty) and also buy some larger runners.
