Ok I've set my base timing with est wire disconnected to 0 degrees and car works very smooth. What I want to ask is why does it feel so slow and sluggish when I drive it??

might be the outer ring has slipped, or it might be that zero isn't where your engine runs best

is base timing on a 2.8 supposed to be set to 0*? I think TPI motors are supposed to be 6*, dunno what the 2.8 is supposed to be set to.

With everything connected, hook up your timing light and check for total advance. If you're good there, try advancing it a few degrees at a time. Do a road test each time and back off if you get preignition.
