Is this an ignition problem?

Is this an ignition problem?
howdy,
ive been having a few problems lately with my 91' camaro RS 5.0l.
occasionally, when i turn the ignition to start the car, i would hear a click but the starter wouldn't attempt to turn. if i pull the key back to off and then on a few times, it will eventually turn on but most recently, its been requiring me to do this a lot more frequently and it takes longer before it finally attempts to turn on. ive definitely got power since my ac or heater starts to blow and all the lights turn on. ive tried putting everything into the "OFF" position to see if that would help but it didnt.
i could be totally wrong but i think this might be ignition, solenoid? i dont really know.. all of everyone's help will be greatly appreciated!!

Axle/Gears: 3.73 open
Ahh, the dreaded click, click, start.
It's your starter. Replace and you'll be golden.

Oh, and watch out for the cheapo autozone stuff. The one I got from them lasted bout 10 months before it started clicking again.
You may consider upgrading. My policy is if it's broke, upgrade! See thread below:

I would make sure your battery connections are good an clean, use a battery post cleaner or wire brush. I would also make sure the connections at the starter and the ground line are also making good connections. I have seen lights, horn, etc work but the starter would just click, because the starter requires significantly more electrical current than most thing in the vehicle. If that doesn't help then go buy a good starter.

awesome, thanks guys! i've already verified that the battery contacts are clean. now all i need to do is locate the starter and then i can check the contacts there. i might need to pick up a haynes manual since im still new to working on cars. thx again!

1.Disconnect negative battery terminal
2.Starter is located on the rear passenger side of block. It's above the y-pipe.
3.Disconnect connections at starter, labeling them for easier reassembly
4.Unbolt the two bolts holding starter on
5.Work and wiggle it out. It may seem stuck, but it's not.
6.Installation is reverse of removal(thank you haynes)
And don't put your head under it while removing it. It's heavy, and it hurts(like 30-40lbs). And then you'll act like this-->
