Idle problem

Have an idling problem, which I think is two parts. The car is a 89 Camaro with a L03 with a TBI, I just got this car and don't really know where I'm starting from in relation to mods. It does have headers and TBI mods. First the idle is too fast when first started, about 2000 to 2500, but of course the tach reads fast but it is idling faster than it should. Second once it's warmed up it idles at 950 but the idle speeds up every 6 seconds to 1100 for about a second and a half. Then drops back to 950, this is in neutral, in gear both readings are about 200 RPMs lower. Car seems to run pretty good otherwise.

i would say to check the TPS and look for vacuum leaks

Thanks for the reply, I forgot to mention that the car is running rich too although I'm not sure if the problems are related. Vaccum could certainly be the problem with the high idle and I'll check the TPS. I'm so new to fuel injection that I have to consult my cheat sheet to find out what TPS stands for.

if it is running rich then vacuum wouldnt be your problem but pull a plug and check

It's definatly running rich, the plugs were powdery black when I changed them, same for the O2 sensor, plus you can smell it. Yea I know TPS is throttle position sensor cause I have a diagram that I printed off the AutoZone site that shows all the goodies and thier location under the hood. Even though they don't seem to know anything their site does have some useful information.
